Norks are trying to achieve what?

They have had several famines since embarking on this seemingly absurd quest.
They have arguably increased instability in an unstable nation
They have seemingly increased tension with their main benefactor, China
They have publicly embarrassed the United States, and several presidents by admitting to cheating on international accords in such a way as to leave no doubt they never intended to honor the accords they signed, doing so (signing them) solely in order to facilitate national goals.
Namely, reliably accurate short and long range missiles, deliverable nuclear weapons, and steady assembly line nuclear weapons technology.

WHY?

The best case explanation is that all this is some counter intuitive psychotic plea for aid.

The worst case is that this is all an ADVERTISEMENT to those with the cash but not the physical production means.

One thing is certain.

They are not just plain crazy.

If these guys can't be trusted to follow the agreements they signed, how can we trust they can even be 'bought off' from delivering a 15 kiloton device to Chavez or ANYONE with a buck?

So all that zakat going to HAMAS, or the $$ in the KSA treasury ( if Iran keeps on keeping on), or to anyone with reserves, and the demonstration that the USA will not do a damned thing,...it's an ad.

And only days ago, the Obama admin professed to being "relaxed" about the way the Nork situation was developing.

Anyone want to see Japan with a few thousand advanced nuclear weapons? Anyone want to guarantee our national goals will still be identical to theirs in 10-15 years?

Can you do this job Mr. Obama?
