Russia angered by Israeli drone sale to Georgia-World Trib.
TEL AVIV -- Israel has acknowledged the sale of unmanned aerial vehicles and other Israeli security support to Georgia which has prompted complaints and threats from Moscow.Officials said the Defense Ministry approved the sale of several tactical UAV systems to Georgia in 2007. They said Georgia has used the unidentified UAVs for border reconnaissance missions.
Georgia has credited Israeli military assistance after claiming the destruction of at least 11 Russian combat aircraft and 50 main battle tanks.
"Israel should be proud of its military, which trained Georgian soldiers," Georgian Reintegration Minister Temur Yakobshvili told Israel Army radio on Aug 10.
"We killed 60 Russian soldiers just yesterday. The Russians have lost more than 50 tanks, and we have shot down 11 of their planes. They have sustained enormous damage in terms of manpower."
Russia has complained of the Israeli UAV sale to Georgia. In May 2008, the Russian Army shot down an Israeli UAV along the Georgian border. The UAV was not identified.
The Russian demand for Israel to stop military sales came amid the intensification of fighting with Georgia and carried with it the implicit threat of increased aid for Israel's enemies.
Israel has countered with complaints about Russia's military exports to Iran and Syria. Moscow, like Israel, has responded by insisting it sells only defensive systems.
Meanwhile, Israel has been divided over whether to continue weapons sales to Georgia, Middle East Newsline reported.
Officials said the debate pits the Defense Ministry against the Foreign Ministry. They said the Foreign Ministry has advocated a suspension of all weapons sales and support services to Georgia while the Defense Ministry sought to continue exports.

"The question is whether there should be a temporary suspension of arms exports to Georgia during the war with Russia," an official said.
In addition to UAVs and other defensive systems, industry sources said Israeli firms have also sold rockets as well as night-vision systems to Tbilisi.
On Aug. 10, the Israeli Defense Ministry, which has overseen an estimated $200 million in military exports to Georgia, convened senior staffers to review the Foreign Ministry recommendation. Officials said the ministry decided to continue to approve exports for non-lethal systems for military and security applications in Georgia.
"The Defense Ministry has been conducting a very wise policy," Amos Gilad, director of the Defense Ministry's political-military bureau, said. "It has taken all factors into account. Defensive systems have been sent, and they have not upset the strategic balance."
Moscow has also asserted that Israeli trainers were advising the Georgian military on how to shoot down Russian combat aircraft and disable main battle tanks.
In December 2007, Israel decided to end the sale of offensive military systems to Georgia, but did not cancel any contracts. Officials said Israel came under pressure from Russia, who warned that such sales would be deemed a hostile act. France and the United States have been leading arms exporters to Georgia.

Still, Russia has pressed Israel for a complete military embargo on Georgia. Officials said the Israeli Foreign Ministry was concerned that Moscow could retaliate by selling advanced weapons to Iran and Syria.
"The Foreign Ministry, and this includes the minister, does not want to give Russia a pretext for selling advanced systems to Iran and Syria," the official said.
For its part, Israel has warned Russia not to export the S-300PMU-2 air and missile defense system to Teheran. Western intelligence sources said S-300 components have already arrived in Iran and were expected to be assembled into operating systems in early 2009.

"We are undergoing a split that many warned would happen," a Hamas security commander said.
On July 30, Hamas acknowledged that a leading operative of the Iranian-sponsored Hizbullah was arrested. The operative was identified as Imad Id, the correspondent for the Hizbullah satellite channel, Al Manar. Id, amid heavy pressure by Hizbullah, was said to have been later released.
"We believe he was working with hostile elements against the government," a Hamas source said.
This marked the second Hamas arrest of a journalist in the Gaza Strip in the last week of July. On July 26, Sawah Abu Saif, a cameraman for the German ARD network, was detained and beaten by Hamas's Internal Security forces. ARD said Abu Saif, released on July 31, was believed to have been tortured.
"All accusations against Sawah Abu Saif are, according to those who know and work with him, entirely unsubstantiated," ARD chairman Fritz Raff said on July 30. "Hence, as a clear sign of protest ARD will close its offices in Gaza until further notice."
Hamas sources acknowledged that the Islamic regime has been split into pro-Sunni and pro-Shi'ite factions. The sources said the security forces were financed and directed by Iran and Hizbullah while the political leadership was aligned with such Sunni countries as Qatar and Saudi Arabia.
The split within the Islamic regime has been linked to a spate of attacks on Hamas in late July. On July 25, six people, three of them Hamas security officers, were killed in a cafe explosion after a military exercise.
At first, Hamas blamed the opposition Fatah movement. But Hamas sources said the bombing was conducted by a former Izzedin Kassam officer, Jihad Hejeila, who defected to an Al Qaida-aligned Sunni militia.

Israeli intel warns of Al Qaida attack helped by Hamas, Hizbullah
JERUSALEM -- Israeli intelligence community has detected evidence that the Hamas regime in the Gaza Strip and the Iranian-sponsored Hizbullah in Lebanon were beginning to cooperate with Al Qaida."There is concern that Al Qaida will cooperate with extremist elements in the region such as Hizbullah and Hamas," a senior intelligence official said.

Officials said the intelligence assessment was relayed to a Cabinet panel during a session on July 23. The so-called Security Cabinet held its first meeting to discuss the Al Qaida threat to Israel and the region.
So far, officials said, Al Qaida has not established a significant presence in Israel or the West Bank. But they said young Muslims have been encouraged to contact Al Qaida via the Internet for such missions as intelligence-gathering and attacks against strategic facilities in Israel.
Senior ministers, including Prime Minister Ehud Olmert, Defense Minister Ehud Barak and Foreign Minister Tzipi Livni, were briefed by directors of the Mossad, Israel Security Agency and military intelligence. The intelligence chiefs were said to have warned that Al Qaida was seeking to recruit Westerners to enter Israel as tourists and conduct mass-casualty strikes in coordination with such groups as Hamas and Islamic Jihad.

"It arose in the discussion that Global Jihad organizations, led by Al Qaida, pose significant threats to the state of Israel, to Israeli citizens and to Jews around the world," Olmert's office said in a statement after the meeting.
Officials said the intelligence community has detected cooperation between the Hamas regime and elements of Al Qaida. They said Hamas has allowed an Al Qaida presence in the Gaza Strip for both operational and political reasons. The presence has included such groups as the Army of Islam, the Army of the Nation and the Army of Believers-Al-Qaida in Palestine.
"Hamas wants to show that the alternative to its regime is Al Qaida and that additional pressure by Israel or the international community will only ensure a Taliban-style regime in Gaza," an official said.

The Al Qaida presence in the Gaza Strip has also been supporting cells in the Sinai Peninsula in neighboring Egypt. Officials said Al Qaida cells in eastern Sinai were planning to abduct Israelis and Westerners.
Al Qaida was also seen as cooperating with Hizbullah, particularly in southern Lebanon.

Officials said Hizbullah has coordinated with Al Qaida elements to attack the Spanish contingent of the United Nations Interim Force in Lebanon in 2007.
"We are are witnessing a paradigmatic change in the Middle East in which radical countries and elements are trying to [install] a new order to replace the traditional national, secular one that exists today," Israeli Chief of Staff Lt. Gen. Gabi Ashkenazi, visiting the United States, said on July 23, "At the center of this radical axis is Iran, who seeks to achieve its regional aspiration of hegemony by upsetting the existing balance of power. I believe it is therefore crucial that we block Iranian aggression, which would in turn weaken the radicalization process in the region presently being manifested in such places as Iraq, Afghanistan, Lebanon and in the Palestinian territories."
In July 2008, Israel reported the capture of two Al Qaida-aligned squads comprised of Israeli Arab citizens. Officials said elements in Israel's Islamic movement were drawing closer to Al Qaida.

'Hizbullah convoy likely hit in Iran'

JPost.com Staff , THE JERUSALEM POSTA mysterious explosion in a suburb of Teheran that killed 15 people last Saturday was likely an attack on a Iranian military convoy carrying arms to Hizbullah, the Telegraph reported Friday.
The Iranian Revolutionary Guards imposed a news black-out immediately after the blast, but the UK newspaper reported that it looked like sabotage was responsible for destroying the convoy as it traveled through Khavarshahar.
The newspaper noted that the company responsible for moving the military equipment, LTK, was owned by the Revolutionary Guards and was allegedly involved in shipping arms to Hizbullah.
Last Saturday's incident was the latest in a series of mysterious explosions in the Islamic republic.
In May, Iran blamed British and US agents for an explosion at a mosque in Shiraz that had just been the site of a military exhibition.
In 2007, more than a dozen Iranian engineers lost their lives while trying to fit a chemical warhead to a missile in Syria.
A few months earlier, a train apparently carrying military supplies to Syria was derailed by an explosion in northern Turkey.
Special forces are on the ground and waiting. They may have been there for YEARS.

Palestinians: Israel uses rats against J'lem Arabs

drive Arab families out of their homes in the Old City of Jerusalem.
In the past the news agency, which is controlled and funded by PA President Mahmoud Abbas's office, has accused Israel of using wild pigs to drive Palestinians out of their homes and fields in the West Bank. In the reports, Palestinians were quoted by the agency as saying that they had seen Israelis release herds of wild pigs, which later attacked them.
But this is the first time that Palestinians have spoken of rats being used against them.
"Rats have become an Israeli weapon to displace and expel Arab residents of the occupied Old City of Jerusalem," Wafa reported under the title, "Settlers flood the Old City of Jerusalem with rats." The report continued: "Over the past two months, dozens of settlers come to the alleyways and streets of the Old City carrying iron cages full of rats. They release the rats, which find shelter in open sewage systems."
Wafa quoted unnamed Arab residents as saying that they had tried to eliminate the rats with various poisons, but to no avail.
Israel's goal was to "increase the suffering of the [Arabs] in Jerusalem by turning their lives into a real tragedy and forcing them to evict their homes and leave the city," Hasan Khater, secretary-general of the Islamic-Christian Front in Jerusalem, was quoted as saying.
Jerusalem Municipality spokesman Gidi Schmerling said that the report was "pure fiction," and had no connection to reality.
Iran leaders disagree on who are their enemies, what they are planning
U.S. officials said that Iranian political and military leaders appear divided on the extent of the threat posed to Tehran. Maj. Gen. Hassan Firuzabadi, the chief of staff of the Iranian Armed Forces, warned on July 5 that Iran would "close down" the Strait of Hormuz if attacked.
The strategic waterway is used by tankers to supply between 20 and 40 percent of the world's oil.
One prominent Iranian, though not a member of the Tehran government, also has raised the possibility that Iran will take preemptive military action against either Israel or the United States. Mohammad Nabi Habibi, secretary general of the conservative Islamic Coalition Party, stated July 1 that he has urged the foreign ministry to "prepare international organizations to understand Iran's right to carry out preemptive action to defend its national security."
"The 33-day war (2006 Israel-Hezbollah war) showed that a preemptive attack is the best response to any kind of mischief," Habibi said.

Israel Air Force (IAF) war planes are practicing in Iraqi airspace and land in US airbases on the country as preparation for a potential strike on Iran, sources in the Iraqi Defense Ministry told a local news network, Friday.
The report, carried also by Iranian news outlets, claimed that recently massive nocturnal activity by IAF craft was noted in several American held airbases, including measures by the US army to increase security around the bases.
The Jerusalem Post could not confirm the veracity of the report.
According to the sources, former military officers in the Anbar province said IAF jets arrive during the night from Jordanian airspace, enter Iraq's airspace and land on a runway near the city of Hadita. The sources estimated the jets were practicing for a raid on Iran's nuclear sites.
The sources also said the American bases in Iraq might serve as a platform for the IAF from which to attack Iran. If Israeli warplanes will take off from Iraq, they can reach Bushehr in five minutes - a "record time," the sources said.
After reports of a massive IAF exercise over the Mediterranean surfaced several weeks ago, an Israeli official told the times that the drill was "the dress rehearsal" for an attack on Iran's nuclear sites.

JERUSALEM -- Israel has become concerned that its large Palestinian work force is being infiltrated by Hamas.Officials said authorities have determined that Hamas and Islamic Jihad were identifying and contacting Palestinians and Israeli Arabs who work for the Israeli government or security forces. They said the Palestinian insurgency groups were trying to pressure these workers to exploit their access to facilitate plans for mass-casualty strikes.
"Hamas has a very large presence in Jerusalem as well as in several Israeli cities and they conduct intelligence operations regarding where Arabs work and their potential for damage," an official said.
On Wednesday, at least three Israelis were killed and 40 others were injured when a Palestinian contractor for the state's light rail project commandeered a huge bulldozer and plowed into cars and buses in downtown Jerusalem. The Palestinian, a 30-year-old from Jerusalem with a criminal record, was killed by an off-duty Israeli soldier.
"To our regret the attackers do not cease coming up with new ways to strike at the heart of the Jewish people here in Jerusalem," Jerusalem Mayor Uri Lupolianski said.

the West Bank that a religious war of the peoples is ON and has been on
since 1919.
Israel MUST be successful at conviincing, especially the american public that what they are fighting is not a political war over leftovers of the the 1967 victory, but a war of survival.
A measure of how large a job this is can be taken by
the fact that not even a majority of american jews believes this. One
wonders whether a majority of Israelis has encompassed this.
In
Iraq, the Sunnis finally rebelled against the Muslim Brotherhood's
philosophical children. But the Americans are not perceived as STAYING.
In the Levant this is not going to occur.
Until the Palestinian peoples themselves reject the religious war of HAMAS, en masse, not only is no peace possible, but the intensity of the war is going to increase at the pacing and initiative of HAMAS and Hizballah. This is a description of HOW TO LOSE if you are Israeli.
Once
this tactic succeeds, these forces of unremitting violence and evil
will have a perfect template of how to defeat the open, free societies

LONDON -- The International Atomic Energy Agency was said to have arrived to a suspected nuclear site in Syria months after a major clean-up by crews from North Korea.
Western intelligence sources said North Korea removed virtually all traces of nuclear equipment from the Al Kibar plutonium facility in northeastern Syria. The sources said that within three months another building was completed on the site.
"The clean-up took place in the first two weeks after the Israeli air strike," an intelligence source said. "The assessment is that the North Koreans removed everything."
The sources said Al Kibar, destroyed in an Israeli air strike in September 2007, had not yet received a shipment of uranium or other radioactive material. They said the Al Kibar program was headed by Chon Chibu, a senior nuclear official and scientist in North Korea.
What international agreement with NoKo on nuclear weapons?
On June 24, the IAEA completed a four-day inspection of Al Kibar. The agency, whose access was restricted by Syria, reported that its three-man inspection team did not find obvious traces of nuclear material.
"There is still work that needs to be done," IAEA deputy director-general Olli Heinonen said. "We will see in the days and weeks what will happen next."
Heinonen said the inspectors took environmental samples over a large area. In a June 25 briefing, he did not elaborate.
"We achieved what we wanted on this first trip," Heinonen said. "We continue our discussions, we took the samples we need to take and now it's time to analyze them and also look at the information we got from Syria."
The intelligence sources said North Korea, which on Juen 26 saw the lifting of U.S. sanctions, had constructed the 21-meter high plutonium production facility and was planning to begin operations when Israel destroyed the building in 2007. The sources said the reactor had not yet been completed.
The CIA has concluded that Al Kibar was meant to house a nuclear reactor modeled after that in Yongbyon, North Korea. The sources said IAEA has sought to determine the source of nuclear fuel for the Syrian reactor as well as the location of any reprocessing fuel plant.

In contrast, the Swiss nationals who represented Khan acquired a design for a smaller atomic weapon that could be installed on a ballistic missile. The report said the design -- believed obtained from Pakistan's nuclear weapons program -- would be suitable for the missiles that Iran and Libya have deployed.
The Swiss nationals, at least two of whom remain in jail, also possessed hundreds of pages of files that provided instructions on assembling an advanced nuclear weapon.

A report by the Institute for Science and International Security determined that the nuclear smuggling ring led by Pakistani scientist Abdul Qadeer Khan obtained blueprints of an advanced atomic weapon and sold nuclear components and technology to Iran, Libya and North Korea."These advanced nuclear weapons designs may have long ago been sold off to some of the most treacherous regimes in the world," the report, authored by institute president David Albright, said.
The Khan blueprint was discovered in 2006 on computers owned by Swiss nationals -- Marco and Urs Tinner and their father, Friedrich -- who worked with the smuggling ring. The contents of the computers were destroyed by Switzerland under the supervision of the International Atomic Energy Agency.

The report said the information could have solved the warhead difficulties for both Iran and North Korea."These would have been ideal for two of Khan's other major customers, Iran and North Korea," the report said. "They both faced struggles in building a nuclear warhead small enough to fit atop their ballistic missiles, and these designs were for a warhead that would fit."
While reliable information from inside Pakistan is difficult to come by, it is known that Abdul Qadeer Khan brought millions of dollars into the coffers of Pakistan's ruling military elite. Despite claims by his friend, Pakistani President Pervez Musharraf, the evidence suggests Khan wasn't motivated by greed. Instead, Khan seems to have been authorized to promote Pakistan's nuclear weapons development through the sale of blueprints and technology to oil-rich Middle East states and the relay of such expertise to such partners as North Korea.
While Khan may not be the father of Pakistan's nuclear bomb, as he is known, he was clearly the most politically connected and PR-minded of Pakistan's nuclear developers. Khan didn't merely supervise development of Pakistan's bomb; he also helped develop Pakistan's Ghauri intermediate-range missile.
Khan, who had been feted and wooed by Pakistani presidents since 1976, may have been working for Musharraf, who pardoned in 2004 his favorite scientist immediately after he was charged.
"In the last year, we've uncovered probably the most significant hemorrhaging of nuclear weapons technology since the Soviets penetrated the Manhattan Project [in 1947]," said Joseph Cirincione, director of the Non-Proliferation Project at the Carnegie Endowment for International Peace.
"Pakistan had a multinational, sophisticated operation selling some of the most advanced nuclear weapons technology in the world. We are now claiming it as an intelligence coup, but not imposing penalties of any kind on Pakistan or any of the senior officials involved in this network," he said.
The discovery of the Pakistani nuclear black market disproved the long-held theory that Islamabad would be responsible in its nuclear development program. For decades, the conventional thinking in the CIA and State Department had been that Pakistan would never endanger its standing as an emerging nuclear power by sharing such technology with other countries.

This report does not state that the designs for the small weapon was for a plutonium weapon, or a modern american hydrogen weapon. It states "these designs were for a warhead that would fit".

Several American officials said the Israeli exercise appeared to be an effort to develop the military's capacity to carry out long-range strikes and to demonstrate the seriousness with which Israel views Iran's nuclear program.
More than 100 Israeli F-16 and F-15 fighters participated in the maneuvers, which were carried out over the eastern Mediterranean and over Greece during the first week of June, American officials said.
The exercise also included Israeli helicopters that could be used to rescue downed pilots. The helicopters and refueling tankers flew more than 900 miles, which is about the same distance between Israel and Iran's uranium enrichment plant at Natanz, American officials said.

Israeli officials declined to discuss the details of the exercise. A spokesman for the Israeli military would say only that the country's air force "regularly trains for various missions in order to confront and meet the challenges posed by the threats facing Israel."
But the scope of the Israeli exercise virtually guaranteed that it would be noticed by American and other foreign intelligence agencies. A senior Pentagon official who has been briefed on the exercise, and who spoke on condition of anonymity because of the political delicacy of the matter, said the exercise appeared to serve multiple purposes.
One Israeli goal, the Pentagon official said, was to practice flight tactics, aerial refueling and all other details of a possible strike against Iran's nuclear installations and its long-range conventional missiles.
A second, the official said, was to send a clear message to the United States and other countries that Israel was prepared to act militarily if diplomatic efforts to stop Iran from producing bomb-grade uranium continued to falter.

A four-year investigation into the covert nuclear supplier network headed by A.Q. Khan, the Pakistani nuclear designer, disclosed that the centrifuge technician was motivated to supply goods to Iran and Libya because he disliked the United States.
Pakistan's The News reported May 31 that the government investigation revealed that money was not the sole motivation for supplying nuclear goods to Tehran and Tripoli.
Quoting senior Pakistan government sources, the newspaper stated that "the main reason behind nuclear proliferation was because Dr. Khan disliked the U.S. policies."
Khan told investigations that he believed that if Iran and Libya became nuclear weapons states, pressure on Pakistan to halt its nuclear program would be diverted.
Khan also believed the U.S. might destroy Iran or Libya and therefore he wanted to help these nations develop a nuclear deterrent.
According to the report, investigators could not prove U.S. government suspicions that Khan was in contact with Al Qaida leader Khalid Sheikh Mohammad, mastermind of the September 11 attacks. Other links to the terrorist group or the Taliban also could not be proved.
Khan told the newspaper that he was not tortured and did not speak to any foreign investigators during the past four years. "I am a Pathan and nobody could dare touch me because all Pathans would take revenge if anything happened to me," he said.
"I will not answer any question posed by any foreign investigator," he said.
Khan said he was "dragged" into the international proliferation network as the result of a sting operation against Iran and Libya.

The drawings, discovered in 2006 on computers owned by Swiss businessmen,
included essential details for building a compact nuclear device that could be fitted on a type of ballistic missile used by Iran and more than a dozen developing countries, the report states.
The computer contents -- among more than 1,000 gigabytes of data seized -- were recently destroyed by Swiss authorities under the supervision of the U.N. nuclear watchdog agency, which is investigating the now-defunct smuggling ring previously led by Pakistani scientist Abdul Qadeer Khan.
But U.N. officials cannot rule out the possibility that the blueprints were shared with others before their discovery, said the report's author, David Albright, a prominent nuclear weapons expert who spent four years researching the smuggling network.
Now, I was always figuring that the deliverability factor was the one giving the free world a little bit of leveraged time with regard to Iran handing off to anyone. I think there is not much doubt that based on what we know alone of their program they can have enough U-235 for a weapon in months.10-12 months being the limit, at the outside. 6 months or so the inside. But it's one thing to have 20 lbs of U-235 and another to create a deliverable weapon, other wise you have to drive it quietly to it's destination and detonate. Not THAT easy. Easier in the USA than in Israel, I think.
